Transient Workers Count Too (TWC2) is the organisation that migrant workers call on when they are in trouble.

Over 20,000 migrant workers contact us digitally each year, and about 1,500 come personally to our service stations. These workers are mostly low-wage Work Permit and S Pass holders in non-domestic sectors. Coming from countries like Bangladesh, India, Myanmar, and China, they do backbreaking work to keep Singapore running: building and maintaining key infrastructure (e.g. housing and transport networks), cooking and cleaning in hawker centres, sustaining our shipyards, and more. 

Despite the laws in Singapore, these workers remain extremely vulnerable to abuse. TWC2 commonly sees workers who face:

  • Overwork and fatigue

  • Wage theft and poorly-enforced salary laws

  • Denied or delayed medical treatment

  • Physical or verbal abuse

  • Threats and coercion, e.g. to accept salary reduction

Afraid to approach the authorities directly, many migrant workers come to TWC2 for help, and for someone who speaks their language. We help every client on their road to justice, and ensure that they get the best possible outcome.

What we learn from each case doesn’t stop there. By listening closely to workers and understanding what they’re going through, we’re able to advocate for systemic changes in an effective and credible manner.
