What is TWC2?

Transient Workers Count Too (TWC2) is a non-government charity organisation in Singapore. We assist foreign workers who are facing difficulties in relation to their employment in Singapore. We do not charge for our assistance.

We work closely with the Ministry of Manpower (MOM) to get the best possible solution for your case. Not all cases can be solved successfully, but with our help, all possible solutions will be explored/tried.

Who we help

TWC2 provides assistance to all foreigners working in Singapore. This includes those on Work Permits and S-Passes.

Need to know the law

Foreign workers usually do not know the law. But TWC2 knows, and we have been helping workers since 2004. We can advise you what your rights are, what your options are, and what the process will be for your case.

No need for lawyers

Although it is important to know the law, you do not need to engage a lawyer for employment problems. Employment problems are not usually solved through the courts but solved through MOM. That is why no lawyer is needed. Instead, TWC2 will give you all the information you need to fight for your rights, and help you communicate with MOM. TWC2 will help you for free.

Lawyers, on the other hand, will charge you a lot of money for their services.

How we help

The three most common types of problems faced by foreign workers are:

  • Salary non-payment
  • Contract disputes
  • Injury

Salary non-payment

In cases of salary non-payment, TWC2 will advise you how to get evidence of the correct salary that the employer should have paid you. Then we will help you calculate exactly how much your employer owes you. This includes overtime pay, holiday pay and annual leave. You must calculate correctly using the formula in the law, and this is where TWC2 can assist you. Even if MOM calculates for you, sometimes a mistake is made, and TWC2 will check the calculation for you.

Then there will be meetings at MOM between you and your employer. We will teach you how to argue your case and how to present evidence.

If the employer still does not pay, we will help you take the matter further at MOM.

You may also want to get a new job. TWC2 will help you ask MOM for permission to look for a new job. You need to get that permission before you can do so.

However, TWC2 is not an employment agent (we do not have a licence), but we can help you get the permission from MOM.

Contract disputes

Many documents in Singapore are written in English. You may find it difficult to understand what they say. For example, you may have an employment contract and you are not sure about the details. TWC2 will read it carefully and explain it to you.

If you have some dispute about a detail in the document, we can advise you what your rights are, and suggest a way to solve it.

For example, some workers just want to resign and go home, but does the contract allow it? Other workers find that they are made to work very long hours, seven days a week, and the boss says it is in the contract. Come to TWC2 and we will help you find a solution.

Injury

Suffering an injury is a very serious problem. Not only will you not be able to work, you need medical treatment which is very expensive in Singapore. If your employer does not provide you with medical treatment, what can you do? TWC2 will advise you about your rights under the law, and help you get the medical treatment you need.

An injury that took place at work and that leaves you with a permanent disability will be eligible for compensation. TWC2 will advise you what the process is and what your options are.

Many workers engage lawyers for this. It is completely unnecessary. Furthermore, the lawyer will take part of the compensation as his fee. This means that you will get less.
